The Project


Who & What

  • AT2OA2 is a lead project of a funding initiative for digital and social transformation in higher education of the Austrian Federal Ministry of Education, Science and Research.
  • AT2OA2 is a collaboration of Austria’s 22 public universities, the Research Institute of Molecular Pathology and the Institute of Science and Technology Austria.
  • AT2OA2 promotes the transformation from closed to Open Access (OA) for scientific publications.

Areas of activity

Based on recommendations from the previous project, AT2OA2 (2021–2024) takes concrete measures in key areas of Open Access. These include financing, data collection, data analysis, data enrichment and networking, educational measures and harmonization in administration. This is implemented in 5 subprojects:

  • Funding transformative agreements with scientific publishers
  • Establishing a Datahub for Open Access Monitoring
  • Analysis of Open Access publication costs
  • Predatory Publishing
  • Visibility of Open Access publications

Governance


Steering Committee (SC)

  • Chair: Vice-Rector University of Vienna (Ronald Maier)
  • Selected (vice)rectors of the project partners

Responsibilities

  • organizes an information event every 12 months as part of uniko
  • changes project organization if necessary

Votes

  • 1 vote per SC-member
  • more than half of the SC must be present
  • 2/3 majority required

Project Core Team (PC)

All institutions participating in the project provide a member of the project core team (main contact person)

Responsibilities

  • approves budget report from project management
  • participates in the annual partner meetings
  • admits additional institutions to the project (co-opted institutions)

Votes

  • 1 vote per PC-member
  • more than half of the PC must be present
  • 2/3 majority required
  • in the event of a tie, the project management makes the decision

Project Management (PM)

  • Management: University of Vienna ( Maria Seissl, Brigitte Kromp)
  • is supported by the project office

Responsibilities

  • manages the project in financial and personnel areas (cost planning as well as other resource planning and handling of financial management)
  • coordinates the measures, methods and instruments for project implementation
